  1. Every year tens of thousands of people pack themselves onto State Street, Madison's relatively short pedestrian mall that leads up to the capitol building. In past years out-of-towners have been unruly, leading to violent riots. In the last three years, Madison police have successfully precluded any rioting by blocking off the entrances into State Street and charging costumed patrons for tickets to enter. They also keep the whole State Street area well lit to discourage any naughty behavior.
